Council Tax is the main local tax on domestic properties in England, Scotland and Wales. It helps pay for day‑to‑day local services (and a few bigger “precept” items like policing), with the final bill set by your local authority based on its budget needs.

This post is a data-first look at how Council Tax varies across Great Britain and why it doesn’t track local incomes or local house prices in the way people expect.

Historical context: why Council Tax exists

Council Tax was introduced on 1 April 1993. It replaced the Community Charge (often called the “poll tax”), which charged individuals rather than being primarily property‑based. Council Tax reintroduced a property band approach, while still keeping some household-based adjustments (for example, discounts when fewer adults are counted).

A key detail that still shapes the system today: in England and Scotland the bands are rooted in 1991 property values. That means the “shape” of the tax can drift away from modern property prices over time.

Recent changes: High Value Council Tax Surcharge (HVCTS)

In late 2025 the government announced plans for a High Value Council Tax Surcharge for high-value homes. The exact design matters (threshold, exemptions, valuation method, and whether it is paid by owners vs occupiers), so treat this as an “announced direction” rather than a settled, universally adopted rule.

Who pays Council Tax (and who doesn’t)

Council Tax is usually paid by the resident(s) in a home, following a “liability hierarchy” that typically makes the resident owner liable first, then resident tenants, and so on.

A few common cases that change what people actually pay:

  • Single-person households: if only one eligible adult lives in a property, a 25% discount commonly applies.
  • Full-time students: properties occupied only by full‑time students are typically exempt, and students are usually disregarded when counting adults for discounts.
  • Low income / Universal Credit: many councils run a Council Tax Reduction (CTR) scheme (sometimes called Council Tax Support). If your income is low (including if you receive Universal Credit), you may get a reduction, but the exact rules vary by local authority.
  • Pensioners / retired: state pension age doesn’t automatically remove the bill, but pensioner households can qualify for CTR depending on income and circumstances.

So the band amount is only the starting point — the final bill depends on household composition and local relief schemes.

What Council Tax funds

Council Tax is one of several funding streams for local government. In practice, it contributes to:

  • Adult social care and other support for vulnerable residents
  • Children’s services and safeguarding
  • Waste collection, recycling, and street cleansing
  • Local transport and highways maintenance (varies by area)
  • Libraries, parks, leisure and community services
  • Local “precepts” such as policing (and in some places fire/combined authority precepts)

How to read the charts

  • The charts below are intentionally simple: they focus on variation (which places pay more/less) and relationships (how Council Tax relates to income and house prices).
  • Where you see a trend line, read it as a broad pattern, not a law of nature: local budgets, demographics, service pressures, and historical funding choices all play a role.

Council Tax per region

At a high level, Council Tax varies meaningfully by region. The North East of England comes out highest on average, and London the lowest.

This is often surprising because London is expensive, but Council Tax is not a direct “current market value” tax. It’s a local budget requirement applied to a banded tax base whose bands are anchored to older valuations.

Council Tax vs household income in an area

This chart compares Council Tax with average household income. The pattern is uncomfortable but clear: Council Tax is often higher in lower-income areas.

Why can that happen?

  • Areas with lower incomes may still have high service needs (especially social care pressures)
  • Councils with a weaker tax base often need a higher “rate” to raise the same cash
  • Historic banding and limited revaluation can weaken the link between today’s ability to pay and the tax charged

Council Tax vs property price in an area

Here we compare Council Tax with local property prices. Again, the relationship is not what many people assume: places with lower property prices most likely will have higher Council Tax.

This is one of the reasons Council Tax is frequently described as regressive: the bill doesn’t scale smoothly with current house prices, and the top end is compressed into a small number of bands.

Council Tax vs population density

Population density is one of the clearest “inverse” relationships in the data: the densest places (especially inner London boroughs) tend to sit towards the lowest Council Tax end, while many lower-density rural/unitary areas cluster higher. Density itself isn’t the cause, but it often goes hand‑in‑hand with a larger (and more valuable) tax base, letting councils raise similar revenue with a lower bill.

London Council Tax per borough

London is the most extreme “this feels backwards” example: some of the most expensive boroughs can have some of the lowest Council Tax bills. In the current year, Wandsworth and Westminster are at the low end, while Croydon and Kingston upon Thames are among the highest.

A big reason: London boroughs differ sharply in their tax base, historic choices, and how much revenue they need to raise locally.

  • Lowest Council Tax in 2026: Wandsworth — £665 (Band A) / £998 (Band D)
  • Highest Council Tax in 2026: Rutland — £1,781 (Band A) / £2,671 (Band D)
  • The gap between the lowest and highest Band A bills is about 2.7× (£665 vs £1,781).
  • Band proportions are fixed nationally: in the standard band system, Band D is 1.5× Band A, and Band H is 2× Band D (so Band H is 3× Band A).
  • City of London is not the cheapest: despite its tiny geography and very high property values, its Band A bill (£849) is higher than Wandsworth (£665) and Westminster (£679).
