Winklebury sits to the west of Basingstoke town centre and was developed largely in the mid-20th century as a residential estate with local shops, a community centre and schools serving the neighbourhood. The street pattern and provision of sports pitches reflect post-war planning; a parade of shops, a library and primary schools provide daily services. On the northern edge of the estate an earthwork known locally as Winklebury Ring marks older landscape use and is visible from several roads within the ward.

Rooksdown lies immediately to the north-east of Winklebury and occupies land that included the former Rooksdown Hospital, now redeveloped for housing with retained corridors of open space. The area centres on a small village hub with a health centre and local shops, and the layout includes footpaths and cycle links into Basingstoke. Regular bus services connect both neighbourhoods to the town centre and the railway station, while community groups use halls and playing fields for sports and events that serve residents across the ward.
