Devonport ward is located on the western side of Plymouth, forming a distinct peninsula at the mouth of the River Tamar. The area is historically significant as the site of the original Plymouth Dock, a major naval base since the late 17th century. Its urban landscape is dominated by extensive naval infrastructure, residential terraces, and post-war redevelopment. The ward's geography creates a defined community, with water on three sides and direct views across the Hamoaze to Cornwall.

The area contains the large HMNB Devonport, one of Western Europe's biggest naval dockyards, which remains a central employer.
