Penarth is a coastal town situated on the northern shore of the Severn Estuary, within the Vale of Glamorgan. Its seafront is defined by a Victorian pier and a long esplanade, with views across the water to the islands of Flat Holm and Steep Holm. The town's layout includes a mix of residential streets that climb up from the shoreline, with the main shopping area concentrated around Windsor Road.

At the head of the pier is the Penarth Pier Pavilion, a restored 1930s building housing a cinema and café. The town's geography includes the large, wooded public park known as Alexandra Park, which features formal gardens and a clock tower. The local coastline here is characterised by pebble beaches and limestone cliffs, with the Penarth Coast being part of the Glamorgan Heritage Coast.
